My laptop’s DVD/CD-ROM drive not working

Hi Taylor,

I have encountered the same error message that you have on your PC.  Usually this error messages “Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

Click Troubleshoot to start the troubleshooter for this device” can be seen when most likely when you go to device manager. Here are some of my solutions to your problem and I hope these will help.

1. Try uninstalling the optical disc drive’s driver and then reinstall it using a direct download from the manufacturer’s website. Usually it is updated when you do a direct download instead of reinstalling it back in by the usual Windows installer.
2. Doing a registry edit is critical so please make sure to follow all the instructions that I will be giving you. One mistake on editing the registry and your will PC mess up.
3. Now click on the START button, on the start search type in REGEDIT (do not hit enter); on the menu, you will see regedit option, I would like you to right click on it and then choose Run as Administrator.
4. Registry Editor Dialog box will open up and make sure to follow these steps. Double click on HKEY_LOCAL_MACHINE and then choose SYSTEM. Go to CurrentControlSet and then select CONTROL.
5. Afterwards, kindly select CLASS and there will be a lot of options for you to select. Usually these selections are drivers or hardware related links that has something to do with their function.
6. On the class selections, click on the fourth folder: {4D36E965-E325-11CE-BFC1-08002BE10318}. This is the only folder that you need to click and on the right window of regedit check if there is UpperFilter and LowerFilter.
7. If you see UpperFilter and LowerFilter, right click on each of them and click delete. Sometimes, UpperFilter might be present but not LowerFilter. The same thing, LowerFilter might be present and not UpperFilter. You still need to delete this file. Make sure to get rid of those two files ONLY.
8. Confirm that you want the file deleted click OK and simply close regedit. I would suggest for you to restart your PC after you close the Registry Editor for changes to take effect.
9. Once your PC has completely restart check if the CD/DVD drive is still able to detect the any CD or DVD and click Computer to see if the device is present. It should work as a guarantee!

You need to download this Microsoft software and follow the onscreen instructions. The good thing about it, once you download it, it will automatically run by itself to fix the problem. If ever that this fix did not seem to help, try to remove the Upper and Lower Filters using the steps I have provided from the above that I have mentioned.
