Your webcam is not really being used by another process but instead, the video card’s video overlay feature is the one being used by the process. If you know what application is using video overlay, close it and try your webcam again. If you are playing a movie or a video clip using a media player, close the media player and try your webcam again.

Video overlay is being used, most of the time, by media players to display the image on the screen. One example of media player that uses video overlay by default to output the video is VLC media player. The “Overlay video output” is checked by default in its settings. Overlay is the video card’s hardware acceleration capability or the ability to render or deliver video directly. This hardware acceleration capability of your graphics adapter is used by VLC media player by default. See image.

Check if a media player is currently running. If there is, close it and you should be able to use your webcam again to record your video. In case there is no media player running in the background and you still have this error on your webcam, restart your computer and run the webcam application again.
