If this error: “Microsoft InfoPath. The operation could not be completed” keeps on annoying you, it would actually mean that you haven’t created a top level site collection. You mention though that you tried doing it and that’s where the error keeps popping up.

Let’s try to go over the process of creating a top level site collection and check everything out step by step.

First go to your Admin Site then follow the steps below.

• On Site Collections, click on the Create site collections link.
• Then from the drop down list, Select the web application where you wanted to create the site collection.
• Give the title and the description then select “/” from the URL drop down list.
• Then choose a template for your site and enter the primary site collection Administrator and OK.

Note: “/” stands for a top level site. It should not be listed on the dropdown if you were already able to create a top level site since you can only create just one top level site per web application. In case you need to create several sub sites, you have to select “/sites/” from the drop down.
