Failure to display security and shut down options

System Specification:
- Acer Aspire 4730 Laptop
- Windows 7 Ultimate x64
- Processor – Intel Pentium Dual Core Processor T3200
- VGA – 14.1 WXGA high brightness Acer CrystalBrite TFT LCD 1280×800 pixel resolution
- Memory – 2GB DDR2
- Graphics – Mobile Intel GL40 Express Chipset
- Hard Drive – 160GB
I am receiving error:
Failure to display security and shut down options.
The logon process was unable to display security and logon options when CTRL+ALT+DELETE was pressed. If the operating system does not respond, press ESC or restart the computer by using the power switch.

This error pops up and is making my whole computer to freeze. Pressing Ctrl+Alt+Del doesn't help at all. It will be okay for a while then continue running slowly. This is really questionable since I made a fresh install of Windows 7 to my computer system. The screen will turned black and in front of it is the error box, which means that it came from a sudden hang.
When I pressed Esc, it will return to my windows normal mode but the error appears every once in a while. I don't have any anti virus loaded on my pc. Pressing OK will disappear the error box, only the black screen is present.
I want to know the causes and solutions for this.
