I have been hearing about this a lot. What is PR ranking and where and who needs it?
What are the techniques to achieve it?

PageRank is a numeric value that shows how important a page is on the web. Google figures that when one page links to another page, it is effectively casting a vote for the other page. The more votes that are cast for a page, the more important the page must be. Google calculate a pages importance from the votes cast for it.
PageRank is Google's style for deciding a page's importance. It matters because it is one of the factors that calculating a page's ranking in the search results. It isn't the only factor that Google uses to rank pages, but it is an important one.
Who need ? Google give her advertisement on that web site for publicity and who want to earn from google, they should have to more PR.

In simple words page rank is the numeric value of a page which is linked and hosted to some web site along with its popularity. These page rankings could vary from different dimensions as page rank as voting and page rank as search.
In the SEO (Search Engine Optimization) word, developers and Optimizer's pay lot of attentions to page rank. A page rank, automatically increase when lots of people searches for it and liked it.
On the other hand, many developers just ignore it and fully concentrate on good web page development.
