Traversing a simple program in Visual Basic 2015

I want to traverse a program that will give me values of 3 digits with the minimum value and maximum value. What are the objects that I need to use to make this work? Please explain to me the declarations per line if possible for better understanding. Please don’t provide me any links with your answer. I want to know how programs work and it is implemented.
