Will Google consider punctuation mark when it reads keyword or keyphrases (SEO purpose). For example; crime scene clean up and crimescene cleanup. Will that be read by Google bot as the same key phrase?

Yes it is. If the keyword or phrase will be use in the sentence for several times, it is automatically be visible when someone search for it. The widely used method in the invisible misspelled keywords but not suggested.
