I think you misunderstood what the error is saying. When it says to reinstall the antivirus, it doesn’t mean that you uninstalled it or the program is removed. This is the usual recommendation of the program when it detects a problem in the installation that can’t be resolved by simple troubleshooting. And also, this is the easiest way of fixing a problem.

Uninstall Norton AntiVirus then restart your computer. After booting the computer, install Norton AntiVirus back and then update it. Configure it later to apply the settings on other options. If the problem continues, check if your current version supports your operating system. If you are using an old version, upgrade to Norton AntiVirus 12 for Mac.

It supports Mac OS X 10.7 Lion, 10.8 Mountain Lion, and 10.9 Mavericks. If you are running an older version like Mac OS X 10.6 Snow Leopard and earlier, upgrade your operating system to any of the supported versions. If you have Mac OS X 10.4.11 Tiger until 10.6.8 Snow Leopard and you don’t want to replace your operating system, download and install Norton AntiVirus 11 for Mac.
