I am using windows 98 recently the options power saving/standby mode
does not work.

There is much kind of things that can prevent this tool to work. Some are like any third party applications, screen savers of your windows or might be your APM driver is corrupt. There can be another cause also, that is any hardware may prevent power saving mode. So the solution part is huge first and foremost thing is you have to check that your power management is enabled. To check that go to start button> settings >control panel> power management. Turn off any screen saver; unplug any removable drive like pen drive. Update your power management driver; also check that the power saver is enable in the BIOS.

Did you see any error message displayed when you try to standby, it would be greatly helpful if you can describe it. Do the following to resolve your issue

  • Check whether that the power schemes are on in power management option in the control panel.
  • Disable screensaver in the display options, it could be causing the problem.
  • Remove any printer or USB devices that you recently connected to the pc then try to standby
  • Some other application may interfere with the standby process such as an anti-virus, turn these off to see whether it works.
