I think the game is not properly installed on your computer. This would not happen if the installation was successful. This game, Grand Theft Auto: Vice City, has a very low system specifications for PC users.
You can install Grand Theft Auto: Vice City on a computer that is running on Windows 98, Windows 98 [Second Edition], Windows Millennium, Windows 2000 [Professional] [Service Pack 3], and Windows XP [Service Pack 1].
Since the game is already not working on your computer, might as well do another clean installation of the program again. Uninstall the game from your machine then check your computer for any possible errors.
Use a disk utility application to check the system. Install Grand Theft Auto: Vice City again after this and then check it if it works. You should also supply it with the correct registration code or something to make the game work if it’s available.
