I can't find it in the options menu and all I see are Distance, Parameter and Arc Tool.Â

Measuring tool for finding the surface area in Maya is not available directly but is available as a plugin.
Follow the below steps to download the plugin and use it to solve your problem.

Go to the Plugins manager in Maya. Window > Preferences/settings > Plugin Manager.

Keep going down the list until you find "Measure Bundle". Install it as a plugin.

Now, you can access the plugin at Create > measure Tools > Surface.
