This way you can communicate with another person on the same network. Whether you are communicating over the internet or a LAN, you need to have adequate bandwidth. If you have around 50kbps, it will work but 100 kbps is perfect for good voice quality in conversation.

As you are talking about voice over LAN so we must not consider internet from this perspective. You can use Cisco voice server for this purpose which can operate more than 540 IP phones easily and all the calls made to each other will be 100% free of cost as they will be over a LAN. If you do not want to mess with the routers, then you can install Cisco Call Manager on your PC and it will operate all the IP phones (either softphone or hard phone) without any extra hardware.
