The problem you are facing is that you are trying to make the connection with Skype on your mobile but it is not accessing so try the solution:
1. Make it confirm that you are connected to the internet and then make it confirm that you are not using any proxy setting if you are using any proxy setting then make it sure that proxy setting allows you to connect with the Skype server. This is the problem due to the proxy setting of the mobile so make them default or ask your service provider how to remove proxy settings or what are the proxy setting which will allow all the internet facilities.
