Whenever I try to send an SMS, an error "SMS error 97 – Service denied" appears, does it mean I have an sms error block?

If yes, how can I overcome it?

Are you using blackberry phone? If you are,you probably having a signal or reception interference.

What you should do is to  try to go out from the building or house where you are trying to send your sms, or at least try to send the sms from another location.

You can also try to turn off your phone for a couple of minutes and then turn it on again.

If you still receives the" sms error 97-sevice denied" notification.

I suggest that you change your  service provider. Otherwise, you go to the phone shop, as it might be a faulty phone after all.

I’m not sure if this affects Verizon users only or it happens also in other networks. When a user tries to send a text message or SMS to another user also in Verizon, you may receive “Error 97: SMS origination denied”. The user can send both SMS and MMS to everybody but not to that particular number. One user has a solution to this.

If you are trying to send an SMS using Android Messages app, try switching to Verizon Messages to send the message. This should allow you to send the SMS successfully. After this, on your phone, go to “Settings”, “Apps”, “Android Messages” then clear or wipe the app data. Next, restart the Android Messages app and switch your SMS back to it. See if this works.
