To do a simple very basic editing of a document you can use notepad but that only opens .txt files. 

If you have a file in a different format then Word or a word processing document would be to your advantage. Word can insert graphics and charts, but it is mainly for 1 dimensional work. From what I understand, you want a game making or editing program instead of a word processing program. 

There are game makers for free for download and some specialize in 2d or 3d gaming modes, dependent on your needs and your budget.
