My sister will start a printing company soon. Her main products would include tickets, invitations, brochures, etc. She is scouting for the best of ticket design programs. She is willing to invest given the right software. Please recommend free wares and licensed.

I think the best software to design tickets, invitations, brochures, etc. is Microsoft Office Publisher.

This software comes with a Microsoft office package. It has some predefined Templates for the print media and you can also browse online to get a compatible template of your choice. Simply visit the Microsoft office Web site and choose templates and download one from a variety of them available for free to start with your work.
