When I start steam to try and create a new user, it keeps on loading incessantly, it says:Steam.exeno longer works. So I cannot login nor create a new use.

Hallo Betsy,
Have you made any changes to Steam application recently, or have you made any changes on your computer recently that could have affected the performance of Steam? You will need to check that. If you made changes I will recommend that you do the following:

Perform system restore on your computer get rid of the changes that you may have made that are causing Steam to malfunction. After that you can retry running Steam and see if it will work.

In the error persists after system restore, the application, the application may be corrupt and therefore you will need to uninstall it and after that reinstall it.
