What is the life-circle of an issue and exception report. I've been looking at some reports, and it looks like each sheet needs to filled out once. Sure, it might not be filled out completely at the exact same time, but I'm not sure what 'life-circle' means in this particular content.

The life cycle of reports can be categorized into Creation, Managing the reports and then their delivery.
 
1. Creating reports based on the requirements after which it is published to a share point site which is connected to a report server.
2. Managing the reports and other file source connections from a central location.
3. Accessing and delivering the generated reports through subscription and delivery services
