Please do not click on that notification! What you are referring to is a popular scam which will result in you losing a part of or all of your data.
If you did click on it, you must have been blocked out of your computer. In this case, your best case scenario is to do a system restore to the last point of the system.
For this, follow the steps below:
1. Restart your computer.

2. When it starts and you see something on the screen, you should press the F8 key repeatedly as shown:

3. You will see the following on screen. Choose the option as shown:

4. You will enter the command prompt. Press rstrui.exe and click enter.

5. The system restore will start. You might be asked to select a rollback time. Select a time which was before the first time you noticed the notification.
