I just installed Windows 8 on my Acer Aspire V3-571with Core i5 2410M. 

Will I be able to modify the BIOS to control the throttling and fan speed? 

Are Uefi bios for Acer download available already?

What do you want to achieve? Those are the best settings that you can get. I don't recommend throttling down is a bad idea.

For instance, the popular 2630qm with a base clock of 2.0 GHz and a max turbo of 2.9 GHz. With only one active thread, it turbos for 2.8 and 2.7 with a double core and 3/4 active cores.

Running at 2.7 GHz when for example you are gaming with four cores, cooling is a problem without lowering the clock speed. Turbo only activates if there is thermal headroom. It's not advisable to force it to stay. Just keep the current Bios settings.
