I think, in order to solve this issue you should restore your laptop to the factory settings. Most of the Toshiba laptops have the recovery image of factory software stored actually in a special area (hidden) on hard disk. You are able to restore the computer to the factory-fresh condition of software from this hidden recovery image of system by following the steps:
First, make sure that computer is already turned off.
Then, remove peripherals like a keyboard, external mouse, USB flash drive, monitor etc.
Also. plugged in the AC Adapter to make sure that the adapter is working.
While powering the computer , press and then hold down 'zero' key in the keyboard . And release this key when the warning screen of recovery appears.
Then, if the process of recovery offers a number of Operating Systems, please select for you the appropriate one.
When the Recovery Wizard of Toshiba opens, then select the ""Recovery Factory Software"" or select for you the appropriate option.
And follow all the directions to continue.
Hopefully, this answer is helpful, easier and clearer steps to fix the problem.
