In my point of view, you should use "Dreamweaver Software" for making your personal webpage. You can download it from http://www.adobe.com. After installation of Dreamweaver, you should learn any webbased development tool from the site

I suggest you to use zend framework when creating the web pages. The reason for this is zend tool makes your work easy if you are using PHP as server side scripting. Also this is a free open source software as well.
