Actually, there are some websites claim to provide views for cash, but they are not trustworthy and against the policies of Youtube. These kind of attempts are all prohibited by Youtube's Terms of Service. There is plenty of tactics like shortening the video, not using boring intros and the most efficient one: promoting the video all over the youtube, facebook, twitter etc.

Hello,

You can get a lot of views on your YouTube videos by actively promoting it on social media networks like Facebook, Twitter, Plurk and promoting it on blogging sites like Blogger and WordPress.  There are also online forums that allow YouTube videos.  Make sure that your video is searchable as well, like adding popular tags.  The title of your video can also attract viewers if it can be easily "hit" by search engines.  Set your videos to "public" and make sure that it is interesting enough and enjoyable for viewers to watch so you can attract a lot of views per day.
