With your operating system, I don’t think bqMTester will run. bqMTester only supports Windows 2000 and Windows XP and looking at your screenshot, I think you are using Microsoft Windows Vista or Microsoft Windows 7. It is also possible to use bqMTester on Microsoft Windows 98 Second Edition but it is not supported and untested.

If downgrading your operating system from Microsoft Windows Vista to Microsoft Windows XP is not an option, try running the software in compatibility mode. Though it doesn’t guarantee that it’ll work but it’s the best option possible. Right-click bqMTester on your desktop and then select Properties. Select Compatibility tab and check “Run this program in compatibility mode for” under “Compatibility mode” section.

In the dropdown list, select Microsoft Windows XP and then click OK. Start bqMTester again and see how it goes. Microsoft Visual Basic 6.0 Service Pack 5 is also required. I’m not sure if this is included in the package but in case it doesn’t, you can download it from Microsoft Visual Basic 6.0 Service Pack 5.

If it doesn’t work on this Service Pack, you can download the Service Pack 6 run-time redistribution package from Microsoft Visual Basic 6.0 Service Pack 6.
