Should I always consider GSM lock when buy discounted cell Phones?

There are lots of suppliers who provide discounted cell phones. Some of them are GSM locked. I am looking to purchase bulk of smart phones (Samsung, Nokia and Apple). Supplier informed me that few are GSM locked. He said that all of them can be unlocked by using some software. Is it legal to buy discounted cell phones like them? Also I do not know that all the new versions can be unlocked. Please advise me.

As far as i know its not legal to buy these types of phones. I think its a wish decision to buy a phone from the official approved shop. If you buy from these kind of shop you will find enormous facility from them. They will help you in any matter for the phone.

Just open the website, there you find a option to select your phone model.

After that you will find a option to unlock the phone.
