You can try to install a Secure Server of FTP on Windows using IIS

For Windows Server 2008 R2, follow these steps if you do not have IIS on your system yet:

Open Windows Server Manager and select Roles node and in Roles Summary tab select Add Roles.
In thewizardAdd Roles:
- Move to Server Roles step and verify Web Server (IIS) role.
- Continue to Role Services option and go to FTP Server > FTP Service. Uncheck the checkbox of Web Server role service, if you do not want it. Also, ensure that Management Service > IIS Management Consolehad a verification by you.
- Navigate to the end of the wizard and hit Install.
