Hi there,
This error appears when I want to install a plugin to my GIMP program. I experienced before some errors caused by missing dll files and I had a friend who helped me to fix it. Now he is out of country and I am helpless. Can any expert help me please to fix this error ? How can I fix the missing dll files ?

This error appears maybe because the DLL file mentioned in the error message is either corrupted or missing. If you still have your installer with you, reinstall GIMP. Uninstall it and then install it back. Try installing the plug-in again and see how it goes. If the installation failed with the same message but GIMP is working properly, it is possible that your plug-in is not compatible with GIMP.
If the plug-in is the latest version, then maybe you are using an outdated version of GIMP. To make sure you are using the latest, download GIMP 2.8 for Windows. It supports Windows XP Service Pack 2 x64, Windows XP Service Pack 3 x86, Windows Vista, Windows 7, Windows 8, and Windows 8.1.
For servers, it supports Windows Server 2003 Service Pack 2, Windows Server 2003 R2, Windows Server 2008, Windows Server 2008 R2, Windows Server 2012, and Windows Server 2012 R2. It doesn’t work on Windows RT and versions earlier than Windows XP.
