You may be using a very old version of internet explorer. It is the one that had the problem of hiding the address bar sometimes, till you had to restart it for it to work.
I will suggest that you migrate to the recent version of internet explorer which will not only give you the address bar in full view but it will also provide you a lot of features like security, tabbed browsing an other features that you did not experience in the old version of internet explorer.
You can also use other alternative browsers like Google chrome and mozilla firefox which offer equally or more important features as the latest version of internet explorer.
