I have been working with some gaming application which is based on virtual reality now I want to create a gaming console in which a  gamer can take his own decision like if you are a gamer then you can able to make your own life on pc and enjoy it

To achieve your goal of making a game for a console, you will need to be an officially licensed developer. Different console manufacturers have different processes, but it essentially involves showing your team's capability of building and finishing projects.

You have to purchase the development hardware, with costs starting at $10,000 per machine. Build your game and get a distribution deal with an officially licensed publisher. Send your game concept to each console manufacturer for approval. Pay the console owner to manufacture your product, and the publisher will distribute it to the stores.
