Looking for reusable smile pack

We are trying to develop a custom forum for our organization so that we have a platform that we will be in control of unlike the existing ones which we are not able to modify. I do not want to create a smiley pack from scratch, is it possible to find one that I can reuse without violating any license?

Just search for "free emoticons pack" and you should find what you are looking for.
