For the editions of Windows before Windows Server 2008, the PowerShell tool was an application which was installable. PowerShell now exists as a feature for Windows Server 2008 in all the editions.

You can drop PowerShell on your server via the Server Manager application. Just go to the section Features and then select Windows PowerShell. The figure below shows this selection in the Features wizard.
