New user registers and he wants to send a private message.

In that attempt can we send a message indicating vbulletin require post before private message?

If we can please tell me the method.

VBulletin's PM options can be changed via their usergroup settings.

Basically, all the owners will have to do is change the permissions to disable PMs and save a copy of the file with PMs open.

Once the desired users reach the magical number of posts to use PMs, you can switch their usergroup settings to one the with PMs allowed. You can read more about it.
