In Photoshop you can rotate your image in many way. I mention a famous one. If your image has no layer than press f7 you see a window in the right called layer double click on the image on that window another window will come up that click on to OK. Now click on the “move” if you not, no problem but if you are it’s better. Than do this “Ctrl+t” you see that a border will come up then move the mouse cursor to any angle you will see that the cursor will change then click and drag the mouse. That’s it.

Hello Moniban,

You could manually rotate your image by using your transform controls. I've personally uploaded images for you. In this first image you'll see the corners of the image having small squares, hover your mouse outside the image (near the control nodes/squares) until your mouse pointer turns into a curved double arrow, and rotate the image to your preference.

OR

To make an image perfectly straight horizontally, use the ruler tool (Shift + i), mark the opposite eye corners like this (drag from corner to corner):

Point to the menu bar, go to image, image rotation, click arbitrary, and confirm OK the dialog box that shows you the angle of correction, then your image will be straight horizontally, following your ruler mark. Use your crop tool to clean up for finishing.

The final image would look like this:

You can use the ruler>arbitrary rotation tools to any images you like straightening. Also, try Photoshop CS6's crop tool's rotate feature.
