You can customize your own domain and get a free branded email outlook address. This are the steps to follow,

Add domain by going to domains.live.com. You can sign in through your Outlook account to access Windows live domain.

You will get a list of custom DNS records to add to your domain i.e. MX for your email traffic & SPF to authenticate your outgoing outlook emails.

After adding the domain lists, create another custom name CNAME record to access the outlook as a sub-domain.

After creating all the DNS records, go back to the windows live domain site and refresh to verify the domain & DNS records.

If verified, click on "Member Accounts" & add a new user. It will be your new email address powered by Microsoft Outlook service.
You can also link to Gmail such that you can access Gmail through outlook through POP3, such that your incoming emails will first go into Gmail account, then Outlook will issue a forward request for the emails to enter into Outlook account.
