I worked on your issue and find a good way to delete the TMP folder on Joomla.
Please follow these steps to delete the TMP folder on Joomla:

First of all download the "eXtplorer" component in your Joomla browser.

Log into Joomla admin with Joomla admin username and password

Choose install/uninstall option then click on Browse. One zip file component will open then found open button and click on it.

Find and select the "eXtplorer" from the components.

Find the TMP folder and click on it, select delete and the folder will be deleted.
