Hi Melissa, when it comes to payroll, there usually exists an general format that includes how payroll is computed based on the basic employee rate less deductions and add credits. You would need to determine exactly what other pertinent info you need for your flowchart, which you will get by asking around the accounting department of the company or school.
To actually create the flowchart, you can use specialized software such as Visotech, or perhaps us MS Word which has flowchart symbols.
