Got an error while creating keyboard shortcut for Photoshop

Hi, I was creating a keyboard shortcut for the application Adobe Photoshop CS3 in my old Mac OS x v.10.3 when I got this error message (see screenshot below).

Is this a bug in Mac? Is there a workaround for this error?

I hope someone from this forum can help, please.

You cannot add keyboard shortcuts for the application Adobe Photoshop CS3.app.

That could be a bug in Mac that is responsible for error that you are receiving, and in that case you might need to report it to the apple customer support.

But before you do that, you should ensure that you are using the right procedure to create the keyboard shortcut, because the problem could be as a result of mere mix ups in the procedure that you are using which can be fixed when you just do it well. And as the error message states, it may be also possible that the format that the application is in does not allows or support shortcuts to be used by it.
