First of fall check your internet is it working ok. If it is working ok then the problem is with your anti virus because lots of people having the same problem just like you. Antivirus in not giving access to Google Chrome maybe not recognize program any more. So blocking firewalls. So here do these little steps to solve your issue.
Make chrome.exe add to list in allowed section.
You will find it over here in User folder > there will be Apps data > you will find local > in local you will find Google > you will find chrome. There will be applications ( All you have to do there just hide and disable the App data and local settings ).
If the problem persist try uninstalling it and then re-install it again.

If you see these errors try restarting first. But if this thing doesn’t work for you, try this.
Go to Control panel > Internet Option > Connections > LAN settings. You make sure that automatically detect settings is the only check mark.
If this doesn’t work also try full scanning use REGINOUT system utilities when you are about to scan.

This is most likely may be because your firewall or antivirus software creating an obstacle in connecting Chrome to the internet.
Reason of this problem may be the antivirus program is no longer identify it.
If the Chrome has permissible then deleted it and again Add it by following given method.
At first click on Firewall > setting.
Then click on Program Permissions.Â
Now click Google Chrome and Delete button.
Now click Add button.
Browse for the Google Chrome exe file.
At last Add the program.
Problem is fixed.
If your Chrome is not permissible then just add permissible one.Â
