This can cause if the Internet Printing Client feature is disabled. This problem arises when we disable and then enable the Internet Printing Client, and Print spooler service has not restarted.
You can fix it yourself
First, click on start, and in the search box type Programs and Features, and then hit ENTER. Then, in the Windows Features dialogue box, expand Print Services, click to Select the Internet Printing Client check box, and then start it.
After that restart the computer or restart the Print Spooler service. Type Administrative Tools in the Start Search box, and then press ENTER. Double-click Services. Right-click Print Spooler, and then click Restart.
After that try installing the printer again. I hope it works

If you are unable to use your printer, first, make sure the USB cable of the printer is connected properly to the USB port of the computer. Next, make sure the driver or software of the printer is installed. You can never print with your printer if the driver is not installed because the operating system does not have generic drivers for printers.

You can always download the driver or software of your printer from the printer’s manufacturer website. If you have an HP or Samsung printer, go to HP Customer Support – Software and Driver Downloads. Here, enter the serial number or product number of your printer in the search field then click “Find” to locate your product. If you have a Canon printer, go to Canon Support.

Make sure to download the driver specific to your operating system and platform architecture. Once the driver is installed, try printing again.
