If you are using vista or windows 7 on your computer, you will need to verify that the User Account Control on your computer is off, for it may be the one preventing the application you are trying to start HTML from executing correctly. To disable UAC, you will need to do the following:

• Click on start, and then type "User Accounts" in the search box.
• After that, click on User Accounts in the programs list that will appear.
• In the window that will open, click on "Change user account control settings".
• Choose "Never Notify" and then click OK.
• You will need to restart the computer for the settings to take effect.
