Hi Rocky,
The error is because of the security software settings.
The solution to it is as below:
1) Go to the 'Task Manager', select antivirus program running in the system
2) Disable the running program
3) Restart the system
4) Detect any spyware running on the system, uninstall it
5) Reinstall the software again in the specified path
6) Reboot the system and execute the function

I read your error message and felt that something is messing with the Steam’s ability to update itself. You can’t run it in safe mode. You can fix this issue when this situation comes up like steam.exe is being used.

1. Logoff/ Restart your system

2. Try to start your system in safe mode because it will help to close the program

3. Review the status of Steam’s files

4. If problem persists then you have problem with your local steam files

5. You may refresh it without losing any data

Thanks!
