Error Connecting to EarthLink dial Connection

Hi,
Please have a look at the error message. It’s about EarthLink dial Connection.
Have you any idea about the
Dialing 4046541300
Error 680: There was no dial tone.
If you continue to receive error messages you can enable login for analysis.
Logging options can also be accessed by clicking the Remote Access Preferences menu item under the advanced menu of the Network Connection Folder.

I enabled logging option, but no result.
Please help me to solve the issue.
