I read your question and as I understood I think there must be an error with net. Framework or else with windows there will be a file missing so to avoid this problem try these methods

Method 1 Net. Framework

1st go to Microsoft official site

2nd Find the latest update of Net. Framework

3rd download and install it

Method 2 Try repairing windows

Step 1 – Restart the machine

Step 2 – wile restarting insert the windows CD

Step 3 – Repair the windows. (No Need of formatting)
