Ebay Turbo Lister Installation error and need immediate help

I was getting an error message while installing Ebay's Turbo Lister, but now I am getting this error message whenever I am installing any program.

Error message: "error 1603-Fatal error during installation. Try Msi.chm or MSDN for help"

For your information, my operating system is Vista Home Premium. The model of the computer is an HP Pavilion dv681Ous notebook PC. I need to use the software and that is why I uninstall the software and again try to install it, but got the same result. I will be grateful if anyone can give me a solution

Ebay’s Turbo Lister requires a very minimal system specifications and I’m sure you would not have any problems installing it on your Windows Vista. This operating system is very much supported. You can install Turbo Lister on a computer that has Windows 2000, Windows XP, Windows Vista, and Windows 7. But since you are already having problems installing any other programs on your machine, it is possible that there is a problem in your operating system that really needs to be checked. Stop installing anything for the meantime. Check your computer for any possible errors. Use a disk utility application to check the system. For a much thorough diagnostics on the system, use a disk utility application like PC Tools Performance Toolkit or Norton SystemWorks. They are both disk diagnostics tool but they offer different levels of checking.

After the disk check, try installing Turbo Lister again and see if it works this time. If it is still a failure, I think you may need to format your hard drive and install your operating system again. Restoring your computer to its previous state is not a good idea because it might cripple an application on your computer. But you may also try it and just reinstall the application that got affected. But if restoring your computer didn’t help, the best solution is still to format and install the operating system again.
