Hi Richard,
The error is because some of .dll files from the previous version of Adobe are present.
To resolve this error follow the steps mentioned below:
1) Click 'Start', Type 'run'
2) Type the command 'cdwindowsSystem32', press enter
3) Type 'regsvr32jscript.dll', 'regsvr32vbscript.dll' and search for the files
4) Delete these files present in the system and restart the system
5) Download the 'Installer CleanUp Utility' from the Official Microsoft website
6) Click 'Run', the software will remove any previous versions of Adobe present in the system
7) Restart the system after the process is complete

It seems the installer you downloaded for Adobe Photoshop CS3 has a problem. This normally happens if the download came from a different website. But before downloading or installing Photoshop, make sure it is fully compatible with your computer. Photoshop CS3 supports Windows XP Service Pack 2 or higher and Windows Vista (Home Premium, Business, Ultimate, or Enterprise edition) 32-bit only.

Microsoft Windows 7 and Microsoft Windows 8 are not officially supported. It requires Intel Pentium 4 or faster processor, 512 MB RAM, video card with 64 MB video RAM, 1 GB free hard drive space, 1024 x 768 screen resolution, DVD drive, and QuickTime 7 or higher. For Mac, it supports OS X 10.4.8 Tiger until 10.5 Leopard.

This version of Photoshop is quite old but if you still want to use it, try downloading from Softlay: Adobe Photoshop CS3. After installing it, download and install the latest updates from Photoshop for Windows Latest Updates. Scroll down and look for “Version CS3” to download the latest updates.
