Can Infopath upload file to a web service

I'm trying to upload, if it is possible, a file from infopath which is encoded in base 64 format to a web service which will then extract the file to a sharepoint library.  Can Infopath upload file to a web service?

You know that with InfoPath attachments, you can never submit uploaded files to anywhere technically. Basically, they're a portion of an InfoPath form.

If you need to submit to the InfoPath form somewhere, you can extract attachments from an InfoPath form. Then, you can store them, for example, in a SharePoint document library or as attachments to SharePoint list items.
