Audio Dubbing Software for adding two languages on video clip

Hi,

I have made an educational video clip. All instructions are given in English and I want add another language of this video (dubbing).  After I upload this to YouTube or another site I want keep enable of those two languages. Please tell me can I do this with any dubbing studio software?
