On trying to open a jpg file or sometimes even launching Photoshop or MS Paint, I get the error message the program cannot start because gdiplus dll is missing from your computer and the program crashes. How to solve this?

When using my computer, I randomly get an error message saying advapi32 dll missing. I cannot seem to find any visual effects that this error is having on my computer but getting this error, again and again, has got me concerned. How to remove this problem?
