What is the best flash banner tool for making banners?

Hey guys,

I am looking for the best flash banner tool for making web  banners. I would prefer it to be free but I am willing to pay as long as it isn't too expensive. I am fine with it being complicated. While I am not an expert I am happy to spend the time to learn.

Banners are really important part of websites. While flash banners look impressive, flash is no longer supported in some platforms such as you cannot play banners in Android. I would suggest you consider creating your banners with jQuery or even try to use HTML5 for the same.
