I have read your query regarding the Paparazzo light iPhone accessory. I have done some research about this and found out that it is not yet available on the market. According to the news, it is being planned to be released on January 2013.

It will cost about $60. As for your question about the battery consumption, you don’t have to worry about draining your iPhone battery because the accessory supplies its own power with two CR 123 batteries.
